Adding in custom field for placing post id for comments #11

This will add in a custom field in the options page where you can put in the post id of the most current poll. Also adds in the template variable to use for adding those into the footer of a poll. At the moment it is geared towards a single poll on a sidebar usage.

Maybe we should have a pollsmeta table like how postmeta and commentsmeta
