Custom links disappear when all pinned forums are removed #39

What steps will reproduce the problem?
1. Add links to the SA Menu
2. Remove all pinned SA Menus

What is the expected output? What do you see instead?
Links stay, pinned menus are gone. Everything is gone.  Adding one pinned
forum back fixes it.

Fixed, needed to check not only for pinned forums but pinned menus as well
