Fix Travis CI; apply alambike's "Change test call to POSIX::setlocale to 'C'..." #51

I managed to work around the ExtUtils::ParseXS issues by ensuring that the latest ExtUtils::ParseXS is installed before attempting to run the perl module build.

Travis CI now passes with alambike's changes cherry-picked onto this branch.
