Python3 support #2

Ubuntu hasn't shipped Vim with +python since 16.04. It'd be nice to have +python3 support in vimbufsync.

Python 2 will die in a few months. Will be nice to finally have support for it.

I pushed python3 support in 2016. Do you have specific problems with it?
