The GUI is not handling all failures to connect to providers properly. This leaves users wondering why the 'connecting' dialog is present for several minutes. In some (possibly all?) cases, providers are paid, but the connection is never setup successfully. I believe users are notified if providers are unavailable for connection. The hiccup occurs when OpenVPN fails to launch as expected.
