Repaired permissions in etc directory Increased debian subversion

Remove of dispatcher.ini from package is causing an issue with lthnvpnc that give an error unless the file dispatcher.ini exists. Not removing dispatcher.ini cause another issue with easy-deploy script that give an error if dispatcher.ini exists.

Other than that this PR fixes all issues I had with lethean-vpn.
