Bump rawpy version to 0.23.1 #244

Thanks @letmaik for the new release!

Version 0.23.0 was tagged yesterday.

This PR bumps the version in code to 0.23.1. That'll let us keep the tag pointed at the current version and will cause CI to build and publish wheels so users won't need to build the new rawpy version from source.
