Prepare for Ballot SC-067 v3 (MPIC) #7612

Assuming the v3 ballot passes, we should add the following changes to Boulder to ease compliance:

These first two implement logging requirement 5.4.1(7), which becomes effective March 15, 2025:

This one implements logging requirement 5.4.1(8), which becomes effective March 15, 2025:

This one implements quorum requirement 3.2.2.9, effective March 15, 2026:

I believe you meant SC-067 V3 (not 73).

Correct, fixed. (I had both ballots open in browser tabs and copied the wrong number down!)
