Update chains of trust and staging documenation #1688

This updates the Chains of Trust page to remove the old content, now that the June 6 migration has completed. It also updates the Staging page to reference the new hierarchy which has been in place there for a few months now.

I didn't actually check the cert data, though.

The pem files were copied from our internal configuration, and renamed with zmv. The der and txt were generated with openssl from the pem files.
