Move ECDSA to complete section of upcoming features page #1689

ECDSA intermediates are GA as of last week. Update the "upcoming features" page as a result

That's mostly why I added the API announcements link. I agree we could reconsider the name of the page, or even deleting it, but for now, I just wanted to make sure this reference was up to date
