Can this support python 3.9? #21

When I install, I met a issue:

ERROR: Package 'parse-uspto-xml' requires a different Python: 3.8.12 not in '>=3.9'

Is installing 3.8.12 version of python a must? I don't see any special function on 3.8.12.
