We have adopted this format for the UG to maximize convenience for the users. For example, when a user wants to look for the usage of a particular command, she may simply follow the instructions in the corresponding section without having to scroll up and down to find which parts of the user interface we are referring to.
While we acknowledge there is a trade-off between duplication and convenience, we have chosen the latter out of consideration for the users. Hence, we do not consider this issue a bug.

Reason for disagreement: I think this bug fits the criteria "The visuals are unnecessarily repetitive" because it gives the same information for not very convincing reason, the 2 parts are relatively close to each other (close enough for user to realise they are duplicated), this does not cause inconvenience to refer to the previous part. A better way to address this is to give a hyperlink to the previous section instead of repeating a whole part.

Section 3.2 seems to repeat the similar information again. These 2 parts can be condensed in 1 picture.
