Change default template header & nav #132

To match what we do in RB. The current template is a bit too plain and I'm not sure we need the left gutter nav. Top nav with drop-down menus would seem sufficient for the basic template.

Updated to the latest bootstrap and reworked the templating. Emphasis on simple/plain for now. I didn't spend any time working through mobile layouts. We can do that in the future.
