Move to using pre-commit

Other thoughts:

• some devs don't want a pre-commit hook, maybe a pre-push hook. Slack discussion.
• the customization of flake8 in Evolve is no longer needed, it was to support the walrus operator which should be supported officially now

I think we should seriously look at pre-commit I have been messing with it and it is really handy.
