FACILITY TAG on grant/ic pages not pulling in: add meta-data feed and change title to Platform/Facility on front end #249

we need to make facility metadata as tagged in the grants/ics back end also display on the front end- but instead of creating a new header for facilities on the front end which will then be blank for 90% of the time, please change the title to Platform/Facility.
