[BUG] LDC Hours/Month Should Be Capped When Applying Towards Annual Goal

Describe the bug Once the total for the month passes 55 hours, LDC hours no longer contribute toward the yearly total.

To Reproduce Steps to reproduce the behavior:

• Set publisher type to pioneer
• Add 80 LDC hours to a singular month
• Annual totals shows 80/600
• Add 80 hours to a different month
• Annual total shows 160/600

If you have 80 LDC credit hours, you still report all of them for the given month but only 55 are allowed to contribute toward the annual goal of 600.

Expected behavior

• Set publisher type to pioneer
• Add 80 LDC hours to a singular month
• Annual totals shows 55/600 <--
• Add 80 hours to a different month
• Annual total shows 110/600 <--
