Travis CI notify on failed deployments #18

At this time, Travis CI's notifications are turned off. I don't like getting a lot of annoying emails.

For PRs and commits, this is not a big deal. GitHub status tells me this. However, for deployments, I am not sure when deployments fail.

Travis notifications can do a lot. They can email, send webhooks (to then create a github issue), and exactly when. Then I can always make sure my deployments work.

I forget that semantic release will automatically create a github issue if it fails deployment. Closing in favor of this issue
