Park module #40

In the beginning there is no park. It checks this, and if there is no park it decided to build one. The success condition for haveBuilding is outdated and will be updated later.

User story: As a Municipality I want more green in the TU-area so that the quality of living increases.

FIxed the dynamic block & removed the definition of the actionspec and goals in the green.mod2g file.
