Debian and Ubuntu installation instructions

This ELPA package is now available from the Debian and Ubuntu package repositories.

Out of curiosity, what is the advantage of using a system package manager over the internal package.el?

Here's a few reasons:

• easier to automate the installation of flycheck when setting up a new OS installation
• the Debian archive is more trustworthy than MELPA at present:
  • MELPA still contains packages pulled from the publicly editable Emacs Wiki
  • MELPA does not yet verify signatures on downloaded packages
  • Emacs does not verify https server certificates by default

I hope that all this will change and MELPA will become more truthworthy, but at present the Debian infrastructure is a safer choice.
