What steps will reproduce the problem?
1. 在appengine中，这个类是限制使用的
2. 这个类未来可能消失
3. 建议使用apache的Base64,http://commons.apache.org/codec/apidocs/src-html

Base64 encoder = new Base64();
        return new String(encoder.encode(bytes), "ASCII").equals(topSign);
