Still joins #gnu-kbsd in freenode #29

The gnu-kbsd project moved to #debian-kbsd in OFTC.  CIA is there already,
but it is still in #gnu-kbsd as well.

#gnu-kbsd will be closing, so CIA should stop joining.  I think when I
initially requested addition of #gnu-kbsd I didn't have an account at
cia.vc, it's probably been setup to join this channel manually.
