If applicable, what steps will reproduce the problem?
1. Set some non-ASCII UTF-8 character to your name/nick in VCS (git in our 
case -- may be it's related)
2. Push some commits
3. No such commits are being tracked by CIA (and even more: some more 
"correct" commits which follow are not tracked too)

What is the expected output? What do you see instead?
These commits should be tracked.

If you know, what version control system? What notification method?
(email, xmlrpc, repository polling)
