Notification logging options not honoured until Growl restart #307

Unchecking the logging option for various notifications in the application 
settings is not honoured and they are still logged in the history until growl 
has been restarted.
This appears intermittent; there must be some state triggering it. I have been 
unable to reproduce it this morning, but I have reproduced it on two separate 
occasions yesterday.

What steps will reproduce the problem?
1. Uncheck logging for a notification
2. Get app to send that notification
3. Note it is still logged
4. Restart growl
5. Note logging settings are now honoured

Further Notes:
When disabling for a notification the second time, upon restart of growl, the 
option had been reset to enabled (although altering it was then effective). At 
what point does Growl read/write growlTicket information? Would, for whatever 
reason, failure to access those cause an issue?

Closing as a duplicate of 304, there is the same issue with most settings for 
applications/notifications.  304 is fixed in code, and English UI (will be 
fixed in all UI's with rest of 1.3.1 UI fixes).
