Flash renderer different for OpenLayers port on IE than Firefox #429

The following page is attempting to port OpenLayers onto SVG Web:

http://www.bordel-de-nerd.net/olsvgweb/

If I force the Flash renderer on Firefox for the following page things work
correctly:

http://www.bordel-de-nerd.net/olsvgweb/examples/styles-context.html?svg.render.f
orceflash=true

However, if I run that same sample in IE (IE 8 in my tests), I get the
following issues:

* Nothing is displayed until I click at least once
* The drag and pan is off
* The overlaid colored circles don't appear

The map _does_ appear but I'm not sure why the other glitches appear.
