Test file with percent for width and height renders incorrectly #512

What steps will reproduce the problem?
1. See attached test file

What is the expected output? What do you see instead?
There should be a red rectangle the width of the screen and very long up and 
down and inside (and covering the red rectangle in portions) is a blue 
rectangle covering the upper left quadrant and a green rectangle in the lower 
right quadrant.

It looks fine in native mode. In Flash mode, it's just totally messed up.
