Develop layer which handles concurrent clients

• Spawns off a thread for each client, packaging up request info
• Handles callbacks (can have fake "work" to do for now)
• Unit Tests
• Load Test
• Deployed to CentOS box

This is essentially done. Threading is handled via Ring and load tests indicated it can handle a pretty significant load.
