I've added the ability to upgrade the maximum amount of health and kept the previous button as a top-up current health option. Do you want other features for this issue to be resolved?, or does this issue literally just define the ability to upgrade max health?

Health should be displayed as x/y. You can repair up to y, buy for even more money, you increase y (the maximum possible health).
