Not working on localhost with latest xampp v3.1.0 3.1.0 #440

What steps will reproduce the problem?
1.goto image via timthumb... e.g: 
http://localhost/sitename/timthumb/timthumb.php?src=uploads/image.jpg

What is the expected output? What do you see instead?
expect to see the image thumbnail
instead i get the error : Could not find the internal image you specified.

What version of the product are you using? On what operating system?
thimthumb ('VERSION', '2.8.11')
Win 7 with xampp on localhost

Please provide any additional information below.
tried many of the work arounds provided by other members (line numbers are 
obviously different between the versions) but no joy.

note that this will work is you specify the full url as the filename eg: 
http://localhost/sitename/timthumb/timthumb.php?src=http://localhost/sitename/up
loads/image.jpg
