turning off vibrate broken #133

What steps will reproduce the problem?
1. Turn vibration on in settings
2. Turn vibration off in settings..have the phone's vibration setting on
3. Receive text message - both the sms popup and phone vibration will go off

What is the expected output? What do you see instead?
I expect only the phone's vibration to go off

What version of the product are you using? On what operating system?
Version 1.0.8 with android 2.1

Please provide any additional information below.
Phone is an HTC Eris

If you turn the vibrate settings OFF in SMS Popup, it will not fire the 
vibrate.  However if you still have sounds playing in SMS Popup and keep the 
system vibrate ON (or in vibrate mode) it will still vibrate.
