add dev deployment github action #38

Uses GitHub secrets for environmental variables. I currently don't have access to add secrets for this repo, so I'll need permissions or someone else with permissions to add them. I know this works as I've been testing it on a private repo.

Sweet! I just bumped your credentials to admin - let me know if that lets you drop the secrets in
