Set up github action to build docker and deploy to amlviz product server on google cloud, NOT the amlviz_dev

to add info: set up a second github action that triggers when a release is created, builds a docker image, and deploys it to the "production" GCP server, in an analogous way to how the current github action deploys to dev (triggered by a merge)
