Tasks:

[ ] Use new tooling profile (from #4)
[ ] User new tooling source dir
[ ] Parse all the header-field CSV files in priv
[ ] Write code generation function that takes CSV row as input and writes a module line
[ ] Add section headers before each CSV file
[ ] Write to a temp file
[ ] Paste contents of temp file into http.header
