Setup Docker-based local dev environment #114

Tasks:

[x] Get the latest zola
[x] Get the latest tailwindcss
[x] Add merakiui
[x] Create a dockerfile for generating builds (so contributors don't have to install npm, yarn, etc.)
[ ] Publish image to Docker Hub

Looks like image publishing has changed in the past few months ... namely, Docker Hub is no longer free for orgs, and GH package/image publishing is going to be prohibitively expensive. I'll leave that checkbox unchecked, but close the ticket.
