Install all available LFE modules from Hex.pm for users #13

Is this possible outside of a project? E.g., can you run a hex.pm command (using the rebar3 plugin) to install packages to the local hex.pm cache?

Yeah ... that's a bit much. If there's a need for this sort of thing in the future, we can add a new kitchen-sink image ...
