Implement configuration solution #23

Probably should be done as part of #14 -- created a dedicated ticket for it, though.

Tasks:

[ ] Decide upon best place for everything (e.g., ./configs/sys.config)
[ ] Move all config options into that file
[ ] Create a module for extracting config data
[ ] Fix old references to old config in README
