Feat: Add maven-merge workflow #168

Merge and publish workflows. Since different projects push to different services, the exact details of the publish step is left to the implementing project. However, a reference workflow has been included to show how this should be accomplished, and with the correct vars and secrets in place, could be implemented exactly as-is, or with minor modifications.

Yikes, this definitely needed to be rebased before merge.
