Windows configuration auto-reload #24

I'm not sure why this wasn't implemented on the Windows build in the first place, since fsnotify does work properly on Windows.

Hmm, not entirely sure why it was not implemented in the Windows build in the first place, but I recalled it perhaps not being supported initially. If it is supported now, I have no issues with merging this.

Yes, it’s working properly with the reload code added back.
