single use effects like unit teleportation, prevent other players from moving units, etc. Could be military, economic, diplomatic, etc. Anything you can imagine.

They could come in those 3 types. Similar to

Cities could produce Diplomatic cards Asteroids/Megastructure Constructions could produce Economic Destroying Rebels and other NPCs, taking citadels etc produces Military

Card Ideas: (consider looking at other games special abilities)

Military: Warp Ship to any target sector Target unit may not move or shoot (effectively cancel their action) Destroy target unit Remove shields from all units in target area This unit deals double damage next turn

Economic: Destroy target wormhole Double your Metals reserve Convert some of your resource into 3 credits each Production on all Citadels finishes immediately Steal all RESOURCE from other players

Diplomatic: Target Player loses influence for warping through target wormhole Your next diplomatic initiative is not Risky Target player receives half resources for 4 turns Cancel target Diplomatic effect currently on your empire (Peace Treaty, Half Resources, etc see Agreements idea) All other players lose N ordnance, you gain it all
