Until step 2, the Pegasus32 R8 is silent and the power button doesn't show any light at all, as if it was still not connected to power at all. (By contrast, the Pegasus32 R8 powers up lightly and shows a light during step 1 already.)
This is sort of the annoying opposite of #141 — instead of appearing to be on when it should be off, it appears off when I want to be able to tell if it's alive.
