Select a playlist or folder in the Music.app sidebar on macOS.
Go to New → Playlist Folder in the menu.
Expected: can always create a playlist folder with such a sidebar selection:
If a folder is selected, then the new folder is created inside it.
If a playlist is selected, then the new folder is created inside the same parent folder..
Observed: Sometimes, the menu item is grayed out and a folder cannot be created. Activating the menu item using the Help menu search also doesn't work.
However, if I switch applications away from Music.app and back, then the menu item is pressable again. And once it's pressable again, it works regardless of whether a folder or a playlist is selected (see the "Expected" bullets above). This tells me the issue is not with where my selection is in the sidebar, but a bug with Music.app.
