As a workaround, I can use ⇧⌘? to open the help menu item, then keyboard nav to the right menu item with a dozen or two keypresses.
If I try to hover the mouse once the keyboard nav has invoked the menu, the mouse is ignored. So it seems there isn't an issue with the menu, but with the mouse hover/click events being recognized by the menu.
This has been an issue for months.
(There used to also be some more severe issues, but this is the main one that still prevents me from using high performance Screen Sharing.
As in, clicking on a menu does nothing.
