Small change to formatRt #534

I'd like to ask if this change into formatRt can be incorporated, it makes reading time in seconds more intuitive, by adding a leading '0' to each of them.

Just FYI, this has actually been fixed at a lower level (in MsCoreUtils) but hasn't been included here yet.
