#220: uartmon update on 'next' branch (so xemu communicates better with m65/mega65_ftp/m65dbg) #268

Work done in relation to ticket #220, with the intention of merging back to next branch.

Caveat: It will await hot-register logic to reach next branch before tools like m65/mega65_ftp will behave nicely with xemu.
