--rate_limit doesn't work #120

What steps will reproduce the problem?
1. use github_issue_converter with --rate_limit
2. Observe how github abuse detection kicks in
3.

What is the expected output? What do you see instead?
It should work.

I've spotted that github_services.py line 140 is checking for strings True or 
true where --rate_limit is boolean flag. Adding True (bool constant) to list 
fixes problem for me.
