Map Decals are no longer place on maps #145

What steps will reproduce the problem?
1. Install latest version of mani (V.1.2.22.6)
2. Update gametypes.txt
3. Make sure the decal works by using ma_decal <decal name> command

What is the expected output? What do you see instead?
Once ma_decal command is used, the decal will show on the map with the coords. 
But once you add the coords inside mapdecals.txt and restart server, nothing 
will show up. Reloading map doesn't make any difference.

What version of the product are you using? On what operating system?
Mani V.1.2.22.6 on Windows Server 2008 R2 x64

Please provide any additional information below.
