Redo how layer config happens #33

Closes #27.

Returning to the questions from #27:

  1. Should the UI supporting setting these values be in the document or the project?
  2. Should the permissions required for changing this be admin or writer level?

(1): this is TBD, as for now the UI for the only extant config (for the interlinear editor) lives in the admin panel (2): I decided to require only that a user be a writer.
