Graph in `#ref-` pages #27

Describe the bug When you go to a tag page (e.g. /#foo) and look at the notes graph, it shows a graph of the notes in the #foo cluster. But when you go to a page in a reference page (e.g. /#ref-John2020) and look at the notes graph, it shows the graph of all the notes in the slipbox.

Expected behavior The notes graph should only show notes that cite the reference.
