This PR changes the kind of graph shown on certain pages.

/#tags now shows graph of related tags
/#references shows graph of related references
/#ref-foobar2023 shows graph of notes that cite [@foobar2023]

Performance improvements:

Reverts to using cytoscape for computing layouts of small graphs
- Graphviz is only used for large graphs (> 100 nodes)
- This should reduce build times by a lot.
