Add new acceleration type to the environment #11

Arpan merged https://github.com/arpan-kusari/Naturalistic-SUMO-Gym/pull/2 which enables a new acceleration type. The acceleration type uses the angle of the steering wheel and acceleration. Merge the change to our repository and allow the user to specify which acceleration type to use via the yaml config.
