Base with actual _base_ dependencies #2

I think that even the base dockerfiles for upstream contain way more than what's needed. I believe only two main steps are needed..

build-tools
distribution packages

These should be the only needed things. I'm not sure why things like vnc are included in the upstream bases.

Maybe I just need to read the source more, but I think I can do this, and keep it a bit cleaner?..
